EPC Training Site
Trainers and other program participants can use USAC’s E-Rate Productivity Center (EPC) training site to practice filing forms, learn how to navigate the system, and train new users – all without affecting actual information and settings in the EPC production site. Remember that forms filed on this site are for practice only. They will not be submitted to or reviewed by USAC.
Service provider training site accounts are not available at this time. To learn more about service provider accounts in EPC, please view the Introduction to EPC online training module.
Training Accounts (FCC Forms 470 and 471)
You can currently request four types of full-rights user accounts in the training environment to practice filing FCC Forms 470 and 471:
- Independent school
- Independent library
- School district
- Library system
NOTE: USAC is in the process of expanding the training site offerings to include consortium accounts.
Request Access
To use the training site, you will need login credentials for yourself and anyone you may be training. You can do this by completing the EPC Training Site Request Form.
After we process your request, we will send an email with the appropriate username(s) and password(s) to access the system. You can then use the Entity Profile Set-Up instructions to set up your profile(s).
Filing the FCC Form 471 in the EPC Training Site
When filing the FCC Form 471 on the training site, you’ll need to cite an FCC Form 470 that has been posted for 28 days within the training site system. Alternatively, you can use any of the following FCC Form 470 numbers (160000001, 160000002, 160000010, 160000011), which are available in the system for this purpose.
You can use one or more of the following numbers to identify a service provider on the form: 14010001, 14010002, 14010003.
Training Accounts (FCC Form 486)
You can currently request two types of full-rights user accounts in the training environment to practice filing FCC Forms 486:
- Independent school
- Independent library
Each training login was created with five committed Funding Year (FY) 2019 Category One (C1) Funding Request Numbers (FRNs) and five committed FY2019 Category Two (C2) FRNs, so you can practice filing the FCC Form 486 several times.
Request Access
To request access, email your request to USAC. In your email, indicate if you want login credentials for a single independent school, a single independent library, or one of each. After we process your request, we will send an email with the appropriate username(s) and password(s) to access the system.
Filing the FCC Form 486 in the EPC Training Site
- Log in to the EPC Training Site.
- From your landing page, click on the FCC Form 486 link located on the upper right-hand corner of the page.
- To begin filing the FCC Form 486, give the form a nickname, select “Funding Year 2019”, enter the Main Contact Person (your profile name shown in the upper right-hand corner of the page), and click Continue.
- On the next page, check the box to select an FRN and continue filing your form.

Emergency Connectivity Fund Training Site
