USAC has a 20-member Board of Directors (the Board) and an Executive Team from diverse disciplines, including the regulatory and business sectors. This diversity of experience brings together experts who are well suited to administer universal service, in accordance with USAC’s by-laws.

Board members represent various interest groups affected by and interested in universal service programs. The membership process includes a two-step procedure where members are nominated by their respective interest groups and are approved by the chairman of the Federal Communications Commission (FCC). The USAC Board of Directors does not make policy, nor does it interpret the statutes, rules, actions, or intent of Congress, the FCC, or any state or federal agency.
