Appeals & Audits

Safeguarding the integrity of universal service program activities involves important responsibilities for both USAC and program participants. USAC must take in, process, and evaluate information received from program participants and universal service fund contributors in an accurate, timely fashion. Beneficiaries must provide USAC with full, correct information and comply with program rules.

To ensure the highest level of program integrity, USAC conducts audits of beneficiaries. USAC operates the Beneficiary and Contributor Audit Program (BCAP) and Payment Quality Assurance (PQA) Program.

Any party (including, but not limited to entities filing an FCC Form 499, federal universal service program applicants, and service providers) that wishes to file an appeal of a USAC decision may file an appeal.


Deadline for Appeals and Requests for Waiver Extended by FCC Order DA 20-345: Additional Relief for HCPs due to COVID-19

Program rules require applicants to file an appeal or waiver within 60 days of a decision for which relief is being sought. FCC Order DA 20-345 waives the 60-day deadline for requests for review or waiver of decisions by USAC or the FCC and provides an additional 60 days for these requests. This waiver will be in effect for all deadlines of appeals and waiver requests from March 11, 2020 through September 30, 2020. Read more here.
