E-Rate Customer Service Extends Additional Hours

The Customer Service Center (CSC) has added additional hours to support applicants in advance of the close of the FY2022 FCC Form 471 application filing window. The CSC will now be open 12 p.m. to 5 p.m. on Saturday, March 19 and Sunday, March 20.

The FY2022 application filing window will close on Tuesday, March 22 at 11:59:59 p.m. ET. for all application submissions except those that include new Tribal library entities as recipients of service (see the 3/17/2022 E-Rate News Brief for more information).

The Funding Year (FY) 2022 FCC Form 471 application filing window is now open. The application filing window will close Tuesday, March 22, 2022 at 11:59:59 p.m. ET. Extended CSC Hours for Final Days of the Application Filing Window

The Customer Service Center (CSC) will be open additional hours in advance of the close of the FY2022 FCC Form 471 application filing window to help applicants with last-minute questions and any issues. The FY2022 application filing window closes March 22 at 11:59:59 p.m. ET.

Here are CSC’s hours starting Friday, March 18 (all times are ET):

  • Friday, March 18 – 8 a.m. to 10 p.m.
  • Saturday, March 19 – Closed
  • Sunday, March 20 – Closed
  • Monday, March 21 – 8 a.m. to 10 p.m.
  • Tuesday, March 22 – 8 a.m. to 11:59 p.m.

WCB Extends FY2022 Application Filing Deadline for New Tribal Libraries

On March 4, WCB issued an order DA 22-231 extending the E-Rate application filing deadline for applicants that include a new Tribal Library entity. E-Rate Tribal Special Announcement

Special Announcement: On January 6, the Federal Communications Commission (FCC) announced that it will consider a Report and Order at the January 27 open meeting that would amend the definition of library in the FCC’s rules to clarify that Tribal libraries are eligible for support through the E-Rate program. If adopted, the Order also directs USAC, together with FCC staff, to develop targeted outreach efforts to increase awareness among Tribal libraries and adopt new metrics to gauge the participation of Tribal libraries in the E-Rate program. The new rules would take effect in time for Tribal libraries to apply for E-Rate support for the 2022 funding year. A copy of the proposed draft Report and Order is available on the FCC’s website. This document is being released as part of a “permit-but-disclose” proceeding. Any presentations or views on the subject expressed to the FCC or its staff, including by email, must be filed in CC Docket No 02-6, which may be accessed at https://www.fcc.gov/ecfs/, and in accordance with the ex parte rules found at 47 CFR § 1.1200 et seq.

Funding Year (FY) 2022 Window Opens on January 12, 2022

The FY2022 application filing window will open at noon ET on Wednesday, January 12, 2022 and close at 11:59 p.m. ET on Tuesday, March 22, 2022.

Update your E-Rate Productivity Center (EPC) profile by January 10, 2022 at 11:59 p.m. ET to ensure a smoother filing process and more timely review of your applications. You will not be able to make changes to your profile through your organization’s profile in EPC after that date.

FCC Releases FY2022 Eligible Services List

The FCC has released the Eligible Services List (ESL) for Funding Year (FY) 2022 (DA-21-1602, released December 17, 2021). Appendix B contains the ESL.

Winter Deferral Period Starts December 17

Many E-Rate program participants are unavailable during the winter holiday season, and USAC recognizes that participants may need additional time to respond to requests for information.

During our annual winter deferral period, Friday, December 17, 2021 through Friday, January 7, 2022, USAC will continue the review of forms and requests where documentation was received or where participants respond to information requests sent in the E-Rate Productivity Center (EPC).

If USAC does not receive a response during this period, the form or request will be placed in a deferred status until January 7, 2022. However, we will review applications during the winter deferral period if we have answers to our questions. For those of you who are able to respond to our questions, please do so. This will allow us to continue our work and issue funding decisions more quickly.

In an abundance of caution, USAC has pulled some USF program systems offline while completing a security review in response to the Log4j vulnerability. USAC has not identified any security concerns—the systems were taken offline as a precaution and to install security patches.
