Q24: Are carriers required to attach “a document which explains the company’s processes implemented to assure compliance with these certification requirements” referring to the applicable service quality and consumer protection requirements? Can you provide the rule, order, or Public Notice that requires carriers to recite all applicable service quality and consumer protection standards and identify all processes that ensure compliance with such rules?

CFR Section 54.313(a)(5) states, “Certification that it is complying with applicable service quality standards and consumer protection rules.” An attached explanation is not required.
