FCC Form 470
The application process begins with competitive bidding. This is a formal process to identify and request the products and services you need so that potential service providers can review your requests and submit bids. To requests bids for service, applicants certify an FCC Form 470 in the E-Rate Productivity Center (EPC).
Deadline: The FCC Form 470 must be certified in EPC at least 28 days before the close of the filing window for the funding year in which services are requested. February 28, 2024 will be the last possible day to certify an FY2024 FCC Form 470 and still have been able to certify an FCC Form 471 within the FY2024 filing window.

After you close your competitive bidding process, you can evaluate the bids received and choose the bid that is the most cost-effective. To apply for program discounts, applicants file an FCC Form 471 in EPC to provide USAC with information about the services they are requesting and the discount(s) for which they are eligible.
Deadline: The FCC Form 471 must be certified on or before 11:59 p.m. EDT, on the date that the filing window closes. Applications filed after this date will be considered out-of-window. The FY2024 filing window closed March 27, 2024 at 11:59 p.m. EDT.
