FCC Announces Availability of Unused Funds to Fully Fund Rural Health Care Program Demand for FY2025
On June 25, 2025, the FCC Wireline Competition Bureau directed USAC to carry forward up to $129.30 million in unused funds from prior funding years to satisfy funding year (FY) 2025 demand for the Rural Health Care program. Because of this, all eligible RHC Program funding requests filed during the funding year 2025 application filing window can now be fully funded without prioritization. New! Submit Site and Service Substitutions in RHC Connect
Service substitutions are now available in RHC Connect for Telecommunications (Telecom) Program applicants. SPIN changes (corrective and operational) and invoice filing deadline extensions will move to RHC Connect ahead of the October 28, 2025, invoice filing deadline.

The following post-commitment change requests are available in RHC Connect for Health Care Connect Fund (HCF) Program applicants:
- SPIN changes (corrective and operational)
- Site and service substitutions
- Service delivery deadline extensions for non-recurring charges
- Invoice filing deadline extensions

Please note, all site and service substitutions must be submitted prior to the June 30 service delivery deadline. For FY2024 single-year funding commitments, the service delivery deadline is June 30, 2025.
