Eligibility Decision Process

The Lifeline National Verifier will determine if an applicant is eligible for a Lifeline benefit and, if so, provide approval by checking the following information:

  • Identity
  • Address
  • Income or qualifying government program participation
  • Compliance with the one benefit per household limit

The National Verifier checks applicant eligibility using automated data sources. If an automated data source is unavailable or the information cannot be found, the applicant can provide documentation to prove their eligibility.

Automatic Eligibility Verification

Identity and Address Verification

The National Verifier automatically verifies the applicant’s identity, mailing address, and location where they receive or will receive their Lifeline benefit through the National Lifeline Accountability Database (NLAD). NLAD uses the following:

  • Third-party identity verification (TPIV)
  • USPS address matching service (AMS)
  • Data checks for duplicate benefits for the same person or the same address
Program and Income Verification

The National Verifier automatically verifies an applicant’s participation in a qualifying government program through established Computer Matching Agreements with state and federal government organizations.

USAC has federal data connections with the United States Department of Housing and Urban Development (HUD) to verify participation in the Federal Public Housing Assistance program (FPHA) and with the Centers for Medicare and Medicaid Services (CMS) to verify participation in Medicaid.

*This state benefits from both a federal and state connection for Medicaid verification.

Manual Eligibility Verification

When the National Verifier cannot verify eligibility through automated data sources, the applicant can submit documentation that proves their eligibility to the National Verifier’s Lifeline Support Center to initiate a manual review process.
