The Federal Communications Commission (FCC) Performance Measures compliance framework requires carriers that participate in the Connect America Fund (CAF) program to conduct speed and latency testing of their CAF-supported networks to ensure that broadband service subsidized by the program meets basic performance standards. Carriers must conduct one week of speed and latency testing at a USAC-generated random sample of CAF-supported broadband locations with active subscribers in each quarter of the calendar year and must certify the test results with USAC. The FCC requires at least 80 percent of network speed measurements to be at 80 percent of required speeds and 95 percent of latency measurements to be at or below 100 milliseconds round-trip time, and considers failure to meet these metrics as a failure to deploy. This webinar provides an overview of the Performance Measures compliance framework, including testing and reporting mandates by fund, and an explanation of the process for generating random samples of subscriber locations for quarterly testing.
