Appeals & Audits
USAC has an Audit and Assurance Division (AAD) whose mission is to preserve the integrity of the Universal Service Fund by conducting objective audits, performing quality assessments, and evaluating the efficiency and effectiveness of USAC’s operations.
Pursuant to Title 47 § 54.707(a), USAC has the authority to audit program participants to ensure compliance with FCC rules and orders, and entities must retain documentation to demonstrate their compliance with FCC rules and orders and make such records available to USAC, or contracted outsourced audit firms, upon request.

Any party (including, but not limited to entities filing an FCC Form 499, federal universal service program applicants, and service providers) that wishes to file an appeal of a USAC decision may file an appeal. Click the Appeals link below for more information.
