Alaska Connect Fund

The Federal Communications Commission (FCC) established the Alaska Connect Fund (ACF) to provide ongoing and predictable High Cost support through 2034 for modern fixed and mobile broadband networks across remote and underserved regions of Alaska. The program extends support for carriers participating in other High Cost funds, including the Alaska Plan, which ends in 2026. Please see the Commission’s ACF webpage for detailed information and timelines for both the fixed and mobile parts of the ACF.

Mobile Performance Plan Submission Requirements: In order to receive extended support under the ACF, an eligible mobile provider must be subject to a performance plan approved by the FCC Wireless Telecommunications Bureau (WTB). The performance plan must indicate specific broadband deployment obligations and network performance requirements sufficient to demonstrate that support is being used in the public interest and in accordance with the requirements adopted by the Commission for the ACF.   • Mobile providers must submit their mobile performance plans no later than Sept. 1, 2026, for WTB review in order to meet the ACF opt-in requirements.
  • Mobile providers are required to create their performance plans by filling out the ACF Performance Plan Template, which can be found on the Commission’s ACF webpage.
  • After completing the performance plan template, providers must submit the template through the USAC ACF Performance Plan Portal, which opens on Aug. 3, 2026. WTB will only evaluate performance plans that have been certified in the USAC portal.
  • The FCC advises mobile providers to also email their completed performance plans to ACF@fcc.gov before Sept. 1, 2026, to ensure that they meet the program’s opt-in requirements.
