TIP OF THE WEEK: If you submit a BEAR Form 472 online, do not submit a paper copy of your form to USAC. Submitting a paper copy will cause the creation of a duplicate invoice and may delay payment on your original online BEAR Form.

Commitments for Funding Year 2007

Funding Year 2007. USAC will release FY2007 Wave 14 Funding Commitment Decision Letters (FCDLs) August 7. This wave will include commitments for approved Internal Connections and Basic Maintenance requests at 90%. As of August 3, FY2007 commitments total over $926 million.

On the day after the FCDLs are mailed, you can check to see if you have a commitment by using USAC’s Automated Search of Commitments tool.

Wave 60 Is the Last Regular Wave for FY2006

Wave 60, which was mailed on August 1, will be the last regular wave for FY2006. From this point forward, USAC will issue occasional funding waves as applications complete the review process and funding decisions can be made. As in past funding years, future FY2006 waves will be identified by the last regular funding wave number followed by a letter: Wave 60A, Wave 60B, Wave 60C, and so on.

Some applicants and service providers have not yet received FCDLs. Today, USAC will issue a letter to most of these program participants giving them additional information about the current status of their applications. Program participants that will not receive a letter dated August 3 include the following:

  • Applicants and service providers that know the reason USAC has not issued an FCDL. For example, USAC has already informed non-compliant auditees by letter that commitments will not resume until they have met certain requirements. In each case, USAC has issued a copy of the letter to all affected service providers.
  • Applicants with applications undergoing heightened scrutiny. In most cases, USAC will be issuing explanatory letters to these applicants and the affected service providers in the near future.
  • Applicants with applications that are nearing the final stages of the review process. In these cases, USAC is expecting to issue an FCDL in the very near future.

If you have not received either an FCDL or an explanatory letter by early September, you can Submit a Question or call the Client Service Bureau at 1-888-203-8100 to check on the status of your application.

Deadline Approaching for Comments on Draft Eligible Services List

On July 27, the FCC released a Public Notice (FCC 07-130) establishing the comment period for the Funding Year 2008 Eligible Services List.

Comments on the draft FY2008 Eligible Services List are due to the FCC on or before August 10, 2007. Reply comments are due to the FCC on or before August 17, 2007. As a reminder, this proceeding is limited to determining what services are eligible under FCC rules; it is not intended as a vehicle for changing any eligibility rules.

Fall Training Update

On July 23, USAC opened registration for the fall training sessions. Here are the current numbers of registrations (as of 9:00 a.m. EDT today):

Washington, DC September 13–14
Orlando, FL September 18–19
Boston, MA September 27–28
New Orleans, LA October 2–3
Cleveland, OH October 9–10
San Francisco, CA October 17–18
Phoenix, AZ October 24–25

Once a session has reached 250 registrants, USAC starts a waiting list. If you find that you cannot attend a session after you have registered, please remember to cancel your registration to open a slot for someone else.

Remember also that registering with USAC for the training does not automatically reserve a hotel room. You must follow the hotel reservation instructions linked to the training session you want to attend in order to make a hotel reservation at the conference room rate.

Previous Versions of Certain Program Forms No Longer Accepted

Beginning August 1, USAC will no longer accept paper submissions of the previous versions of the six recently approved program forms (Forms 472, 473, 474, 479, 486, and 500). Applicants and service providers that submit a version of one of these forms dated before April 2007 will be required to resubmit their information on the current version of the form. However, if the new submission meets all program requirements and is submitted within the 15-day timeframe for correcting errors, USAC will use the postmark date of the earlier submission as the postmark date of the new submission.

Keep in mind that all pages of a submission must be the April 2007 version of the form. This mistake is most commonly found in paper submissions of the Billed Entity Applicant Reimbursement (BEAR) Form 472 that contain an earlier version of Page 4, the Service Provider Acknowledgment page.
