Lifeline National Verifier

National Verifier June 2019 Launch

The National Verifier is available for service providers in Arizona, Connecticut, Georgia, Iowa, Kansas, Nebraska, Nevada, New York, Vermont, Virginia, and West Virginia.

These states will hard launch on Wednesday, October 23, 2019. During the soft launch period, service providers in these states have the option to use the National Verifier to check consumers' Lifeline eligibility or to use their legacy eligibility methods.

At hard launch, service providers in these states must use the National Verifier to determine the eligibility of all Lifeline applicants before enrolling them in the program. Service providers will only be able to enroll applicants in NLAD if they have an active and approved eligibility decision from the National Verifier.

USAC has federal data connections with the United States Department of Housing and Urban Development (HUD) to verify participation in the Federal Public Housing Assistance program (FPHA) and with the Centers for Medicare and Medicaid Services (CMS) to verify participation in Medicaid.

General Reverification

Reverification is the one-time process to ensure that all Lifeline subscribers meet the program's eligibility requirements. This process will begin soon for consumers in the June 2019 launch. USAC will share detailed information about reverification groups and timelines before the process begins.

USAC Opt Out Reverification

Service providers that opt out of the USAC conducted outreach process will receive separate notices regarding the final documentation deadlines and the outreach requirements.

Recertification

Service providers in the June 2019 launch are not to start any new 2019 recertification batches for consumers in these states. Any recertification batches that are already underway must be completed.
