Lifeline Website Updates

In coordination with the recent OMB approval of several Modernization changes, the Lifeline program has updated our web pages to reflect these new rules and processes.


Information on topics such as rolling recertification, port freeze, and eligibility changes can be found on our updated Program Requirements page.

Consumer Outreach Materials

We have developed language to assist service providers in explaining the December 2 changes to their subscribers.


This consumer-facing language highlighting the addition of broadband to the Lifeline benefit, changes to eligibility criteria, the benefit port freeze period, rolling recertification and minimum service standards is available for your use.


We have also added new language on to reflect the December 2 changes.

FCC Form 497 Snapshot: Limitation on Revisions

Service providers have completed their second round of FCC Form 497 snapshots on October 1st. As a reminder, subscriber lists from your 1st-of-the-month snapshot cannot be revised to add subscribers who may have been Lifeline eligible on or before the snapshot date, but had not yet started receiving Lifeline supported service.

Subscriber Eligibility: Income Levels

Lifeline Program service providers should ensure their eligibility materials are updated to reflect accurate Federal Poverty Guidelines for 2016, particularly the amounts for household sizes larger than four (4) people.
Federal Poverty Guidelines are typically updated each year in late January, and USAC releases a guide set at 135% of the Federal Poverty Guidelines shortly thereafter.
