USAC’s Open Data

In response to the FCC MOU and program modernization orders, USAC has implemented an enterprise-wide Open Data strategy based on a FedRAMP Open Data platform. This allows us to make our data open and accessible to our stakeholders and to the general public.

USAC currently offers datasets for all four Universal Service Fund programs. Click the “Open Data” button to access our datasets.

What is Open Data?

Open data is a set of practices, approaches, and principles that organizations use to make data sets available in an equitable and reliable way. Data can then be freely used, re-used, and redistributed by anyone. USAC’s goals are to:

  • provide high-value data sets for USAC stakeholders,
  • increase accessibility of these data sets, using industry standard practices, and
  • work collaboratively with partners to make best use of these data.

USAC stakeholders currently use data generated by USAC’s processes. For example, carriers, academics, consultants, think tanks, and government agencies use these data in a variety of ways to track the progress of applications, identify opportunities for improvement, and measure our collective progress in providing connectivity service to all Americans.

Open Data Governance

Our approach to opening USAC’s data is based on solid data governance processes and aims to make USF data more accessible through the following steps:

  • Identify high-value datasets: Choosing datasets that provide our internal and external stakeholders with the data they need.
  • Program staff, General Council, and FCC check-in: Verifying that no PII or sensitive information is going to be published.
  • Define metadata: Building a robust cache of ancillary content which allows internal and external stakeholders to understand the data.
  • Conduct analysis: Crafting visualizations, tools, and analyses that bring the datasets to life.
  • Connect data: Connecting the datasets from our reporting systems to the Open Data platform.
  • Test data: Testing to make sure that everything went as planned.
  • Publish data: Posting the data to an FCC data sharing environment and, following FCC approval, publishing it on our Open Data platform.
  • Communicate: Ensuring USF stakeholders know of, and have access to, the published data, while soliciting and receiving feedback.

In late 2015, USAC established an open data working group to accelerate its open data practices and make data sets more easily accessible using industry standards.
