Getting Started

Universal service is the policy of providing access to a baseline level of telecommunications services for all consumers of the United States. Common carriers or service providers, as defined by the FCC, are welcome to participate in any or all of the universal service programs: High Cost, Lifeline, Rural Health Care, and Schools and Libraries.

To participate, service providers must determine if they are eligible for that particular program. After determining eligibility, the service provider must obtain a 498 ID (formerly known as SPIN).

To obtain a 498 ID, your company must complete and submit an FCC Form 498 to USAC. The information on the FCC Form 498 helps USAC determine whether service providers are eligible to receive program disbursements. Before obtaining a 498 ID, your company will need a Dun & Bradstreet (DUNS) Number as well as a CORES ID. On the FCC Form 498 the service provider will identify those programs in which they plan to participate.
