Invoicing Changes

Starting July 1, 2016, there will be some changes to the invoicing process. See below to find out which changes will affect your organization.

What's New for Schools and Libraries?

BEAR (FCC Form 472) Method
  • In the previous Billed Entity Applicant Reimbursement (or BEAR) method, USAC reimbursed service providers who then passed on that reimbursement to the school or library. As of July 1, 2016, service providers will no longer be involved in the BEAR certification and submission process. USAC will instead only reimburse applicants directly via electronic transfer. Receive direct reimbursement by filing an FCC Form 498. This process registers your organization's banking information. USAC will then issue you a 498 ID to use on your BEAR form(s). Once you have a 498 ID, you can file online BEAR forms to receive direct payments.

  • We've gone paperless! USAC will no longer accept paper forms. You will need a Personal Identification Number (PIN) to certify your BEAR form(s). If you need a PIN, call the Client Service Bureau at (888) 203-8100 to obtain one. Submit a BEAR form online
SPI (FCC Form 474) Method
  • There are no changes to the SPI invoicing method for applicants. As always, contact your service provider representative to ask for discounted invoicing and they will handle the process.

What's New for Service Providers?

BEAR (FCC Form 472) Method
  • As a service provider, you will no longer need to certify nor reimburse applicants for Billed Entity Applicant Reimbursement (or BEAR) invoicing. Instead, schools and libraries must register their banking information directly with USAC to receive direct reimbursement from USAC.
SPI (FCC Form 474) Method
  • FCC Form 474, Service Provider Invoice (SPI) Form
    The Service Provider Invoice (SPI) process will remain the same, and electronic invoices will still be accepted. Submit an electronic invoice
  • We've gone paperless! USAC will no longer accept paper forms. Submit a SPI form online
SPAC (FCC Form 473)
  • USAC must have a certified Service Provider Annual Certification (SPAC) form on file before we process any invoicing requests. A certified SPAC will post within a day after submission. You can verify submission by using the SPIN contact tool.
