Purpose of Form

Applicants post an FCC Form 470 to the USAC website to open a competitive bidding process. Applicants can also issue a Request for Proposals (RFP) or related bidding document. Service providers can then review the posted FCC Form 470 information and submit bids.

When to File

The FCC Form 470 can be filed for a particular funding year as soon as USAC posts a notice to that effect on this website. This notice is generally posted about 12 months before the start of a funding year.

The FCC Form 470 must be posted on USAC's website for at least 28 days before an applicant can close its competitive bidding process, select a service provider for tariffed or month-to-month services, and/or select a service provider. Note that if an RFP is issued, the FCC Form 470 and the RFP must both remain open for at least the same 28-day period.

Deadlines: The FCC Form 470 must be posted to the USAC website at least 28 days before the close of the application filing window for the funding year in order for it to be cited on a timely filed FCC Form 471.

After Filing

USAC issues an FCC Form 470 Receipt Notification Letter (RNL) to the applicant upon successful data entry of an FCC Form 470. This letter can be used to submit allowable corrections.

USAC issues a Notification of Form 470 but no Form 471 shortly after the above deadline if no FCC Form 471 has been filed that cites that specific FCC Form 470.
