Eligibility Table for Non-Traditional Education

The following table provides information on eligibility of Head Start, pre-kindergarten, juvenile justice, and adult education students and facilities for Schools and Libraries Program support, as determined by state law.

Head Start for All States:

  • Services for children less than three years old are not eligible for discounts and must be cost allocated, unless otherwise noted.
  • Home based Head Start programs are not eligible.

[1] Dedicated elementary and secondary classrooms within juvenile justice facilities are eligible for funding.
[2] Special education pre-kindergarten students and separate facilities for special education services for such students are eligible for funding.
[3] Classrooms in juvenile detention facilities and county jails are eligible when elementary and/or secondary education is provided to juvenile justice students. Classrooms that hold county jail educational programs for eligible juvenile justice students are eligible for funding.
[4] A facility that is a school within the Arkansas Dept. of Correction School District is eligible; a facility that is not part of that school district but that does provide elementary or secondary education is eligible. Facilities established by the Division of Youth Services that provide elementary and secondary education to the students housed at these facilities. All others are ineligible.
[5] Only juvenile justice facilities in the state of Connecticut – Unified School District 1 are eligible. All others are ineligible.
[6] Facilities within a Louisiana school district, educational service agency, special school district, local educational agency are eligible; otherwise separate Pre-K facilities are not eligible.
[7] Special education pre- kindergarten students in separate facilities are eligible when occupied by six or more students and operate at least four or more hours per day or more than 12 hours per week.
[8] Special education pre-kindergarten students are eligible for funding.
[9] Special education adult education students and separate facilities are eligible when occupied by six or more students and operate at least four or more hours per day or more than 12 hours per week and the students are no more than 25 years of age.
[10] Special education adult education students are eligible for funding when the students are no more than 25 years of age.
[11] Not eligible except insofar as juvenile justice students are educated at Local Education Agencies (LEAs) or "state institutions" as defined in New Mexico Statutes (see Educational Service Agencies eligibility table for a list of "State institutions").
[12] Only insofar as standard evening high school is provided.
[13] Adult education facilities are eligible for education through grade 12.
[14] Facilities are eligible for funding for educational services provided through grade 12: Wyoming Boys' School at Worland, Wyoming, and Wyoming Girls' School at Sheridan, Wyoming.
