RHC Program Update

Rurality Update

Per the FCC's Rural Areas List Order (DA 14-1042), some program participants that were previously determined to be rural may become non-rural as a result of the update to the Rural Areas List. This change can affect an HCP or consortium member's eligibility for funding as early as July 1, 2016.

Watch this video explaining how to use the updated Eligible Rural Areas Search tool to find if your HCP's rural status has changed and what the change means for you. You can also visit our Rurality Change page, which provides background information on the change as well as detailed information about how and when your eligibility for funding may be affected.

Checklist and Task Reminders

Submit Funding Request Forms for FY2015 - It's Never Too Early!

Remember, the deadline to submit Funding Year (FY) 2015 funding requests - FCC Form 462 (HCF Program) and FCC Form 466 (Telecom Program) - is Thursday, June 30, 2016. We highly recommend submitting your forms well before the deadline. Submitting your funding requests early ensures timely approval and allows you time to make corrections, if needed. For those submitting invoices for the HCF Program, filing your funding request in advance of the deadline ensures you have the full six months to invoice.

SUD Information Available

Telecom Program applicants are now able to easily look up the standard urban distance (SUD) information for their state through a document available on our website. The SUD is a mileage allowance for urban areas and determines RHC Program funding for mileage-sensitive charges.

Suggestions and Feedback

Forms Feedback

Thank you to everyone who provided feedback on the current FCC Forms. Between the survey, interviews, and user testing, we were able to gather a lot of valuable information about potential changes to be made to the current RHC Program forms.

Submit Service Requests Now for FY2016

Health care providers can now begin their RHC Program applications for FY2016, which begins on July 1, 2016.

USAC began accepting FCC Forms 465 and 461 on January 1, 2016, (six months before the start of the funding year), so that applicants have sufficient time for the competitive bidding process. These forms can be submitted at any time during the funding year for which funding is requested. However, to receive the full 12 months of funding in FY2016, the forms must be posted before June 2, 2016, (to allow 28 days for competitive bidding before the start of the funding year).

We highly encourage health care providers to submit application forms as early as possible! Submitting forms early ensures that your form will be approved and posted to the USAC website earlier, and allows time to make corrections, if needed.

Telecom Program: Submit FCC Form 465 (Description of Services Requested and Certification Form) in My Portal.

HCF Program: Submit FCC Form 461 (Request for Services Form) in My Portal.
