In preparation for the expected opening of the window for FY 2004, RHCD staff
discussed changes to the forms and website. RHCD is waiting for final approval
on the modified forms and expects to have them in time for the March 29, 2004
window opening. Implementation of the electronic pdf versions and changes to
the website are on track for this opening date. It was further noted that RHCD
had conducted the first mailing in its outreach plan to make current participants,
telecommunication providers, and now Internet service providers aware of changes
to the program. A new brochure has been designed and distributed to over 6,000
entities comprising these three groups. Another such mailing is expected to
take place before the opening of the window. It was also noted that the urban
rates and maximum allowable distance data will be updated prior to the window
opening and placed on RHCD’s website.
As per instruction in the latest order, RHCD will conduct random audits of
FY 2003 applicants. While this is not the first time RHCD has conducted such
audits, it is the first time RHCD has been mandated by the FCC to do so. Bills,
contracts, proof of rural status, and proof of telecommunication service are
among the documents that should be available for auditors to review. Applicants
must keep all records for five years.
NECA staff further noted that the FY 2002 applications have been closed out.
