NLAD is designed to help carriers identify and resolve duplicate claims for Lifeline Program-supported service and to prevent future duplicates.
Duplicate subscribers are individuals who are receiving multiple Lifeline Program-supported services, whether within a state or across multiple states. They are identified using the following NLAD data: subscriber's last name, date of birth, and last four digits of their Social Security Number.
