Benefit Transfer Dispute Resolution

If USAC receives a dispute regarding a benefit transfer, USAC will contact the subscriber directly to verify:

  1. The benefit transfer was initiated at the subscriber's request, and
  2. The carrier from which they wish to receive their Lifeline benefit.

USAC will notify both carriers, and the carrier selected by the subscriber will either keep the subscriber or initiate a benefit transfer.
