Eligible telecommunications carriers (ETCs) can offer a discount to eligible low-income customers on either their home or mobile phone bill, and receive a reimbursement from the federal universal service fund. Effective December 2, 2016, eligible customers may choose to use their discount on mobile/fixed broadband instead.
To offer Lifeline-supported services to your customers:
Step 1 Become an Eligible Telecom Carrier (ETC) or Lifeline Broadband Provider (LBP)
Step 2 Submit ETC or LBP Designation Order to USAC
Step 3 Obtain a 498 ID
Step 4 Advertise Lifeline
