Instructions for Eligible Telecommunications Carriers (ETCs)

All ETCs within the affected area must file a Katrina certification in order to gain the flexibility to use some of their support to assist in disaster restoration.  Katrina certifications may be in the form of a letter and should be filed with both USAC and the Office of the Secretary of the FCC clearly referencing CC Docket No. 96-45.  A sample Katrina certification letter containing mailing addresses for both USAC and the FCC is provided for your use.

USAC requests that ETCs using high-cost support for the repair and rebuilding of facilities and services damaged by Hurricane Katrina provide an estimate of the high-cost dollars to be used in restoration efforts.
