Step 1: Notifying USAC of Effective Date when Conditions are Imposed
State commissions also should notify USAC in cases where eligible telecommunications carrier (ETC) designation is contingent upon the satisfaction of certain conditions as well as the effective date of the ETC designation once conditions have been met.
This is especially relevant given that some states are considering adopting similar ETC conditions recently adopted by the Federal Communications Commission (FCC) for carriers that it designates as ETCs. See FCC 05-46, released March 17, 2005, for details on requirements for ETCs designated by the FCC.
