Interstate Access Support (IAS) is available only to price-cap incumbent carriers (mostly non-rural and some rural carriers) and competitive carriers operating in the service area(s) of a price-cap carrier.
Competitive eligible telecommunications carriers (CETCs) are not required to submit cost data to receive IAS. CETCs must file line count data with USAC in the same manner as the incumbent local exchange carrier in whose service area it operates and an IAS certification.
