Effective October 20, 2008 the ABA number for submitting USAC Payments electronically has changed

With the recent purchase of LaSalle Bank by Bank of America, USAC wishes to notify all companies that pay their USF invoice via ACH or wire of the following important changes. Effective October 20, 2008 the ABA number for submitting USAC Payments electronically has changed. Please note the updated information below:

Payments made via ACH or wire to the old account will be accepted and forwarded for at least 30 days. Your bank will receive a Notification of Change from our bank for all forwarded ACH payments, which may result in fees assessed by your bank. USAC will not offer any credits for fees Contributor's banks may charge for Notification of Change actions, or late payment fees incurred for continued use of the old ABA number.

Please ensure you are utilizing the new Payment ID worksheet, which can be downloaded from out website here. Please contact USAC Customer Service at 888-641-8722 with additional questions.

The proposed contribution factor for the Fourth quarter of 2008 (October-December) is 11.4% or 0.114

Public Notice On September 12, 2008 the Federal Communications Comission released the attached Public Notice announcing that the proposed universal service contribution factor for the Fourth quarter of 2008 will remain 0.114 or 11.4 percent. (Dkt. No. CC 96-45: DA 08-2091).

The Federal Communications Commission adopted an order (FCC 08-160) June 27, 2008, clarifying that stand alone audio bridging service is equivalent to teleconferencing services and is considered "telecommunications" beginning with the August 2008 499Q.

The Federal Communications Commission adopted an order (FCC 08-160) June 27, 2008, clarifying that stand alone audio bridging service is equivalent to teleconferencing services and is considered "telecommunications". All companies providing stand-alone audio bridging and integrated teleconferencing have an obligation to report revenue on the FCC Form 499. Beginning with the August 2008 FCC Form 499-Q, companies are required to file revenue and contribute based on these services. The proposed contribution factor for the second quarter of 2008 (April-June) is 11.3% or 0.113

Companies are encouraged to file on-line, and file early. The 2008 Form 499A is available for download and e-filing on the USAC forms page.

Contributors to the Universal Service Fund will see changes to the late Filing and Late Payment assessments to their USAC invoice beginning January 2008

On August 29, 2007 the Federal Communications Commission released Report and Order FCC 07-150 FCC Rcd 16372.  This order directed USAC, to alter the method for calculating both Late Payment, and Late Filing Sanctions.  The impacts of this order are effective with your January 2008 USAC Invoice.

Contributors affected by the new late payment and late filing sanctions as imposed by the FCC will see the new amounts as single line items on their January USAC invoice.  They will receive detailed calculations separately from this invoice, via email or USPS.  USAC plans to have the calculation worksheets included with your USAC invoice beginning in February 2008.

The proposed contribution factor for the First quarter of 2008 (Janurary-March) is 10.2% or 0.102.

Public Notice On December 14, 2007 the Federal Communications Comission released the attached Public Notice announcing that the proposed universal service contribution factor for the First quarter of 2008 will decrease to 0.102 or 10 percent. (Dkt. No. CC 96-45: DA 07-5007).
