USAC has a "pay-and-dispute" policy for resolving invoice issues. USAC's Customer Operations is available to help you with billing questions and concerns. Please keep in mind that the invoice is due in full by the due date and that late payment fees will not be reversed unless USAC has made an error. In the case of a billing error, the error will be corrected and any associated late fees will be reversed.
Because Federal Communications Commission (FCC) rules govern the collection of universal service fund (USF) contributions, USAC's Customer Operations staff is not able to grant exceptions to FCC rules applicable to the USF. Although requests for waiver of FCC rules must be directed directly to the FCC, resolution of factual disputes or disputes that do not require waiver of an explicit FCC rule may be sought through the appeals process.
