William England, VP Rural Health Care Division

William England was named Vice-President of the Rural Health Care Division of USAC in August 2006, after serving as Operations Director of the program since its inception in 1998.  Before that, Dr. England was a project officer for the Centers for Medicare and Medicaid Services (CMS), where he represented CMS on the FCC’s Health Care Advisory Committee and oversaw payment research including the Medicare telemedicine demonstration.  Before Medicare, Dr. England was an Assistant Professor of Industrial Engineering and Preventive Medicine at the University of Wisconsin-Madison and a Robert Wood Johnson Foundation Faculty Fellow in Health Care Financing.  He was also a Research Associate at the Regenstrief Institute for Health Care in Indianapolis.   Dr. England has a B.S. and M.S. in Electrical (Biomedical) Engineering and a Ph.D. in Industrial Engineering from Purdue University.  His J.D. is from the University of Maryland.
